Cd Projekt Red is the developer of GOG and Cyberpunk. Any codes and the physical editions of Cyberpunk all link to their own platform. If you want it on Steam you gotta buy it on Steam. Same with games from like Rockstar,EA,Ubisoft, and others where they do not generate Steam keys for their games as they want you to play it on their own launchers.
