Right after the initial brawl, climb up to the top of the cargo containers and look for this Treasure in the corner.

At this point in the game it is impossible to defeat Garon without some outside assistance (i.e. Dragon's Gate EXP Boost level, advanced weapons, etc.) and even then I would believe it would be near ...
