After trading Stefon Diggs to the Houston Texans and losing Gabe Davis to the Jacksonville Jaguars in free agency, the Bills entered the season without a true top target for star quarterback Josh Allen. While they have won four games so far, it was clear their offense needed more firepower, which is where Cooper comes in.
