1912年，刚刚成立的中华民国就学习西方列强，将军事教育纳入了教育宗旨当中，颁布了《普通教育暂行法》，明确规定“高等小学以上体操课，应注重兵式”。不少学校还组织了“少年义勇团”、“童子军”，比现在到了高中乃至大学才军训要早得多。
