Just as Google did with their popular Translate app, the search giant has now brought in-app functionality to their Text-to-speech engine.

What Text-to-Speech does is it reads aloud whatever is on your screen, as long as the app being used supports it. For example, this is the app that allows Google Play Books to read your book to you.

Google's TTS is used by any app that hooks into the API, most notably Google Translate and Google Play Books. Other text-to-speech engines are available, but Google's is pre-installed on Android.

The application is Google's Text-to-Speech engine and by uploading it as an independent app to the Google Play store, it gives the search giant some flexibility in how it updates the TTS engine.
