Microsoft has not stated why they will no longer support PHP 8.0, but it could be due to the extensive PHP support already existing in the Windows Subsystem for Linux (WSL).

Update PHP to 8.3. Reactivate plugins one by one, testing the site after each activation. The plugin that causes the site to crash or throw errors is the one blocking your update.
