Refugee aid groups said in a federal court filing Thursday that President Donald Trump’s administration appears to be trying to circumvent a ruling this week that blocked his efforts to suspend the nation’s refugee admissions program.

The funding freeze touched off a flurry of lawsuits from nonprofits and aid groups who said the White House had engaged in an overreach of its executive power.

Trump’s effort to suspend refugee resettlement in the U.S. is on hold after a federal judge in Seattle ruled the President cannot nullify the law passed by Congress establishing the program.
